About Us

The Home and School Association, more commonly known as the "HSA," is a parent volunteer organization that works closely with the faculty and staff at St. Rose of Lima School. The HSA is similar to the PTA or PTO groups from other schools. The purpose and objectives, as stated in the bylaws of St. Rose of Lima Home and School Association, are as follows:

To promote open communication among the parents, teachers and administration.
To provide parents and teachers with information to aid in all aspects of education, growth and development.
To promote good will and cooperation between and among parents, faculty, administration and the parish.
To direct and coordinate parental support of school through assistance activities, social and civic functions and fundraisers.
To foster the political action of parents as advocates regarding national, state and local legislation that affects all Catholic Schools as well as the lives of students and parents.

Home & School Association

ARTICLE I: Name

The name of the organization shall be the St. Rose of Lima Home and School Association (hereafter simply

called - "HSA").

ARTICLE II: Purpose

The objectives of the HSA shall be:

1. To promote open communication among the parents, teachers and administration.

2. To provide parents and teachers with the information to aid in all aspects of education, growth and development.

3. To promote good will and cooperation between and among parents, faculty, administration and the parish.

4. To direct and coordinate parental support of school through assistance activities, social functions and fund raisers.

5. To foster the political action of parents as advocates regarding national, state and local legislation that affects all Catholic schools as well as the lives of students and parents.

ARTICLE III: Membership

Membership shall consist of the parents and guardians of the students of St. Rose of Lima School, the faculty, the Pastor and Principal.

ARTICLE IV: Executive Committee

The Executive Committee shall consist of the voting officers of the HSA (President, Vice President, Secretary, and Treasurer) as well as the Teacher Representative, the Principal and the Pastor.

The Executive Committee shall conduct the business affairs of the HSA; provide general meeting programs of interest; form committees as deemed necessary and appropriate; review all committee recommendations and report on their final disposition; review and recommend fund raising events.

ARTICLE V: Officers and Duties

The officers of the HSA and their duties are as follows:

1. President

a. Preside at and administer all regular, executive and special meetings.

b. Call special meetings of Executive Committees.

c. Serve as ex-officio member on all committees of the Association.

d. Introduce speakers, items to be considered, etc., at each general meeting.

e. Work closely and directly with the Pastor, Principal, staff, and volunteers to keep lines of communication open.

f. Make recommendations and address issues of importance or urgency.

2. Vice President

a. Assume the duties of the President if he/she is not available for a given meeting or event where the President is required to be present.

b. Perform duties as assigned by the President.

c. Maintain the private school wide email distribution list.

d. Handle all HSA email communication and notices.

e. Assume the role of "morale" officer, sending sympathy, get well, and congratulatory cards/gifts as necessary.

3. Secretary

a. Record minutes of all executive and general meetings and make copies available to the entire membership in a reasonable time following the meeting.

b. Work with the Vice President to coordinate HSA email correspondence.

c. Maintain an electronic folder and binder copy of all event communications (notices, flyers, etc.)

d. Responsible for recording and correcting any amended bylaws of the HSA.

e. Serves as an ex-officio member of the Communications Committee and as a liaison between the school and the Communications Committee.

4. Treasurer

a. Complete a Fundraising and Social report for each event.

b. Provide a copy of all fundraising reports to the Pastor and Principal after each event.

c. Keep an ongoing report of the HSA fundraising efforts.

d. Make a semi-annual and a final report on fundraising to the general membership.

e. Sell tickets and collect all money for the 50/50 raffle.

f. Maintain the petty cash fund.

g. Serve as an ex-officio member of the Fundraising Committee and as a liaison between the school and the Fundraising Committee.

5. Faculty Representative

a. Serve as liaison between the faculty and the HSA.

b. Report Association business at faculty meetings

ARTICLE VI: Election and Tenure of Officers

1. Candidates shall be solicited from the membership at the regular meeting in May at the end of the second term. Any member of the HSA may nominate a candidate or place his/her name in nomination.

2. Officers currently serving may not be recommended for another term in the same office for the coming term.

3. Officers currently serving may be recommended for election to an office different from the one in which they are currently serving.

4. The May newsletter shall include the names of all candidates for the four offices so the general membership may be familiar with the candidates and be ready to vote at the June Forum.

5. The President shall submit the slate of candidates for election at the May meeting. Whoever receives the majority vote in each office on a written ballot will win the election.

6. Term of office shall be for two years beginning in August.

7. If an officer is unable to complete his/her term, the Pastor and Principal shall appoint a member to complete the term.

8. The Pastor and Principal are not elected but serve as ex-officio members.

ARTICLE VII: Meetings

General membership meetings of the HSA shall be held on a monthly basis from August through June on a day and at a time that will not conflict with other parish meetings. A special meeting of the Executive Committee or of the whole Association may be called at any time by the President with no less than 48 hours advance notice to the membership.

ARTICLE VIII: Committees and Functions

All members of the HSA are eligible to be members of the various standing committees. When a new slate of officers is elected, the President shall call for volunteers to head the various committees. The President may invite members to head committees if no volunteers come forward. The term of service is for one year beginning at the August meeting. Each committee chairperson shall invite others to join his/her committee as needed.

The HSA shall maintain the following committees:

1. Communications Committee – shall assist in publishing and distributing the school newsletter and other communications and aiding other committees in communicating events to the community (newspapers, TV, radio, etc,) and to the parish through the weekly bulletin. The secretary of the HSA shall serve as an ex-officio member of this committee.

2. Fund Raising Committee – shall solicit suggestions for fund raising events, select those events which will produce the most profit, establish committees from the whole membership to activate each fund raising event, oversee each event from start to finish, keep a strict accounting of each event's receipts and expenditures, turn proceeds into the Pastor (this should be done through the school office or church office) for deposit, make report of progress and/or results to the general membership. The treasurer of the HSA shall serve as an ex-officio member of this committee.

3. Hospitality Committee – shall coordinate efforts to encourage the participation of all the parents. Plan ways to increase attendance at general and special meetings. Shall procure and manage refreshments for meetings and special events, set up and clean up whatever facility is used by the HSA. Shall maintain the HSA bulletin boards. All classroom parent liaisons are members of the Hospitality Committee.
